WhatsApp and FaceTime voice and video calls are blocked by the regulator TDRA on all networks, with no tourist exemption. Messaging works normally. Zoom works, and licensed apps Botim and C'Me offer legal VoIP for about AED 50 a month. Using a VPN to bypass the block is illegal under UAE cybercrime law even though enforcement against tourists is rare.
